FOCAS Management Committee


PACAP Lake Mainit FMCThe FOCAS Management Committee (FMC) is an external governance body of the LMDA organized under the Philippines-Australia Community Assistance Program (PACAP). The FMC is responsible to ensure quality performance of FOCAS projects and implementing partners.
Based on the PACAP Manual of Operations, the following are the roles and responsibilities of the FMC as part of the PACAP Governance Body:      

  1. FOCAS Management Committee of local service providers is formed to develop a FOCAS Strategy that will guide PACAP engagement in the area,
  2. Identify integration with other development efforts, and plan an exit strategy to ensure ongoing support once PACAP engagement is complete,
  3. Once the strategy is in place the FMC will be mostly concerned with maintaining a good mix of projects to address the FOCAS strategy.
  4. The FMC will provide a regular venue for collaboration and sharing of resources among the different implementing partners as may be envisioned by the FOCAS Strategy.
  5. In coordination with the PACAP Secretariat in each province, it will also assist in conducting appraisal and monitoring of the FOCAS program and its component projects. The facilitation and secretariat support for the FMC will come from a designated FOCAS
  6. Secretariat, which maintains regular contact with each of the Project Implementation Teams comprising the FOCAS. The FOCAS Secretariat may be a lead NGO or Coalition currently working in the FOCAS area.

The composition of Lake Mainit FMC includes the 2 provincial representatives from the Surigao and Agusan Norte which is represented by the Deputy Directors of LMDA; 2 NGO representatives represented by the AADC-Mindanao and Alterdev Services Foundation, Inc.; 2 People’s Organization Representatives each one from two Provinces; one government line agencies represented by the NEDA; one academic institution represented by SNCAT (Surigao Norte College of Agriculture and Technology) and the LMDA represented by the PMO Director.
