Facilitated by the Office of Civil Defense – Caraga Region, the Lake Mainit Disaster Preparedness Framework Planning was successfully held at Mainit Kasili Lakeside Resort and Hotel, Mainit, Surigao del Norte last February 10 –11, 2010. Dr. Blanche Gobenchiong, the OCD Regional Director led the said activity with Lorene S. Catedral, Training Specialist I and Program Coordinator for Civil Protection & Preparedness and Ms. Marie Lyn B. Tadle, the Head on Risk & Vulnerability Assessment Unit. This activity is the continuation of Disaster Preparedness Forum conducted last October 23, 2009 participated with the same participants from LMDA, municipal LGUs, NGOs, POs, NEDA-Caraga and academe represented by SNCAT.
Charting Future Scenarios
A group workshop on charting future scenarios was done portraying the vision of the group about the Lake Mainit in the future.

DRM Strategic Priority Program for Action for CY 2009-2015
The group identified the main concerns based thematic areas on governance, risk reductions, knowledge management, risk reduction and disaster preparedness.
| Governance:reorganization of MDCC; creation of MENRO; master plan for Lake Mainit; conflict resolution on resource utilization; integration of DRM contingency plan in the CLUP; formulate resolution disallowing building of houses within 50 meters from shoreline or flood prone areas; installation of OCD at municipal level; DRM forumRisk Reduction:installation of early warning system; installation of effective rainfall data collection stations in Lake Mainit; revalidation of flood prone areas/ critical areas; conduct meeting with building officials relative to public building and other vital infrastructure; risk assessment workshop and survey; inventory and mapping of flood prone areasKnowledge Management: conduct on-site research studies related to DRM; conduct CBRR training; conduct IEC on disaster management; organize speakers’ bureau information drive on disaster preparedness
Risk Reduction: construction of flood control system; intensify/ massive reforestation program…watershed enhancement and riverbank rehabilitation; adoption / implementation of contour tillage in upland development; sabo engineering; establishing effective and efficient communication system and dissemination mechanisms Disaster Preparedness: reactivate community volunteers organization; formulate contingency plan; conduct IEC; maintenance of flood control system; installation of communication network; identification of evacuation centers; drills and simulation exercise; install early warning device; DRM training e.g. SAR, first aid. |
